MDRC    "We will never resolve our social problems until we learn to measure them. Happily, we have the Manpower Demonstration Research Corporation, one of the rare sources of professional, objective evaluation in this field." Senator Daniel Patrick Moynihan.

MDRC is a nonprofit, nonpartisan social policy research organization, dedicated to learning what works to improve the well-being of low-income people and enhance the effectiveness of social policies and programs. It was created in 1974 by the Ford Foundation and six federal agencies in the wake of the Great Society antipoverty programs of the 1960s. Lacking clear measures of their effectiveness, these programs were the subject of both unsubstantiated claims of success and criticism by anecdote, with no firm legacy to inform future efforts. MDRC is building a body of unassailable evidence about whether social programs do or do not work and what to do about them, if they do not work well.
